(ECNS) -- China's civil aviation regulator has banned passengers from bringing power banks without clear 3C certification or from using recalled models on domestic flights, effective June 28, according to an urgent notice issued Thursday by the Civil Aviation Administration of China (CAAC).

Since the beginning of the year, multiple incidents involving fire and smoke caused by lithium battery products, including power banks carried by passengers, have been reported. Recently, many leading manufacturers recalled batches of power banks due to safety risks linked to battery cells.

In response, the State Administration for Market Regulation (SAMR) revoked or suspended the 3C certification (what does this involve?) of several power banks and battery cell manufacturers, the CAAC noted.

"Power banks pose hidden safety risks that increasingly threaten aviation safety," the CAAC said.

Stricter control measures are in accordance with the internationally recognized Technical Instructions for the Safe Transport of Dangerous Goods by Air.

The notice requires airports, airlines, and their agents to intensify warnings about incidents involving power bank fires or smoke emissions, ensuring passengers are better informed about the safety risks and control policies related to such products. Efforts should be made to actively guide passengers to avoid carrying non-compliant power banks on flights.

Airports are further required to enhance the installation and maintenance of charging facilities in terminals, improving their availability and accessibility to better serve passengers during departure and arrival, the notice said.

It added that airlines and airports must strengthen staff training, ensuring they respond to passenger inquiries about power bank safety risks and relevant policies.
