    Students have lunch at a primary school in the Chengbei District of Xining,  capital of northwest China's Qinghai Province, Dec. 19, 2013. The local  authority in Chengbei district has initiated a "free lunch" program since  November this year, providing lunch with balanced nutrition for over 1,200  primary students.
