In preparation for President Xi Jinping's visit to the Philippines during this year's APEC meetings, China's Foreign Minister Wang Yi made an official visit on Tuesday. He said it is up to Manila to improve ties with Beijing that have been split by the Philippines' international court case against China over the South China Sea issue.
