Pudong New Area pioneers China's socialist modernization

Continued efforts should be made to advance the construction of Pudong New Area into a pioneer of China's socialist modernization, according to the Shanghai government work report released on Wednesday.

To deepen the comprehensive reform in Pudong, more special measures to relax market access in Pudong should be introduced, seeking major breakthroughs in biomedicine, artificial intelligence, shipping services, culture and other industries, said the report.

More global operation centers and global institutional investors should be gathered in Pudong at a faster pace. It is the government's hope that an additional 100 new headquarters of companies and global institutions will settle down in Pudong in 2025.

The interim measures of arbitration and the opening-up of the bio-technologies in Pudong should aim for more application results. The pilot area of the eastern hub international business cooperation zone should complete its closed acceptance, with its basic functions realized.

Meanwhile, Pudong should cooperate with the municipal people's congress and its standing committee to introduce a new batch of laws and regulations especially made for the area.

To serve the above goals, services at the Pudong International Talent Hub should be further optimized, building itself into a "one-stop" service complex for talents at home and abroad.

According to the report, a total of 157 pilot projects for comprehensive reform have been advancing in Pudong in an orderly manner.

China's first foreign arbitration institution's business unit registered in Pudong in end 2023. The country's first new model of direct supply of goods for cruise ships in the special customs supervision zone has been successfully implemented in Pudong in June.

Meanwhile, major platforms such as the Academy for Clinical Innovation &Translation of Shanghai have been established last year. The cross-border intellectual property service workstation for technology companies started operation in April.

A total of 1,522 companies and institutions have set up their regional centers in Pudong. The area has also seen the launching of 103 large corporations' open innovation centers. The total number of regulations and management measures in Pudong New Area has reached 22 and 31 respectively.
