China announced Wednesday it would encourage private investment in the elderly care service industry to help with its aging population.

中國周三宣布,將鼓勵民間資本參與養老服務業的發展,以助力應對人口老齡化問題.

"養老服務業"可以用 elderly care service industry 表示,是為老年人提供生活照顧和護理服務（nursing service）,滿足老年人特殊的生活需求和精神需求的服務行業.面對人口老齡化（aging population）問題,如何養老也備受關注,各類養老服務應運而生,如居家養老服務（home-based care service）、社區養老服務（community nursing service）等.

意見提出,鼓勵民間資本運營養老服務設施（elderly care facility）,如養老院（nursing home）和老年人活動中心（recreation center for the elderly）.各級衛生計生行政部門要對養老機構設立醫務室（ clinics）等醫療機構（medical institution）給予大力支持.

根據意見,民政部本級和地方各級政府用于社會福利事業的彩票公益金（welfare funds collected through lottery sales）,要將50%以上的資金用于支持發展養老服務業,并隨老年人口的增加逐步提高投入比例,其中支持民辦養老服務（private-owned elderly care service）的資金不得低于30%.
