China to spend more on railways in 2014

China plans more railways in 2014, China Railway Corporation (CRC) said Wednesday.

At least 7,000 kilometers of railway will be built this year, 400 kilometers more than planned earlier this year, and 48 new railway construction projects will be started instead of the original 44, CRC said.

The CRC will increase fixed-asset investment from the previously planned 700 billion yuan (about 113 billion U.S. dollars) to 720 billion yuan.

The new railways will be mainly built in central and western China. This is part of the follow-up to the State Council meeting a week ago which decided to invest more in railways.

In the first three years of the 12th Five-Year Plan (2011-2015), 1.92 trillion yuan was invested in railways, resulting in 12,400 new kilometers, up 116 percent and 202 percent respectively from the same period of the 11th Five-Year Plan, official data showed.

In the first three months this year, 61 billion yuan went on railway building, up 9 percent year on year.

中國鐵路今年新投產里程超７０００公里

記者９日從中國鐵路總公司獲悉，中國鐵路總公司在新開工項目、固定資產投資以及投產里程等方面調增了今年鐵路建設的目標，建設重點將在中國西部地區。

根據目標，今年新開工項目由４４項，增加到４８項；全國鐵路固定資產投資由７０００億元增加到７２００億元；新線投產里程由６６００公里，增加到７０００公里以上；３３個開展前期工作項目，必保１０個項目在年內完成可研批復。

“十二五”前三年，全國鐵路完成固定資產投資１．９２萬億元，新線投產１．２４萬公里，較“十一五”同期分別增加１．０３萬億元、８３００公里，增長１１６％、２０２％。

２０１４年初，鐵路總公司安排全國鐵路固定資產投資７０００億元（含地方和社會獨立投資７００億元），新線投產６６００公里，繼續保持鐵路建設投資高位運行。今年１-３月，鐵路建設投資完成６１０億元，同比增長９％以上，實現了良好開局。

在建設組織上，鐵路總公司今年確保蘭新第二雙線、大同至西安、杭州至長沙、南寧至廣州、合肥至福州鐵路等重大項目建成投產。另一方面，加快鐵路建設前期工作，努力實現蒙西至華中煤運通道、北京至沈陽客運專線、拉薩至林芝鐵路、哈爾濱至佳木斯鐵路、懷化至邵陽至衡陽鐵路等重點項目開工建設，并保持今后幾年鐵路建設規模的穩定。

此外，貫徹落實國務院常務會議加快鐵路建設尤其是中西部鐵路建設的決策部署，鐵路總公司采取有力措施，將鐵路建設的重點向中西部地區轉移。

按照規劃安排，“十二五”期間，中西部國家鐵路建設投資１．８５萬億元、投產新線２．３萬公里，占比分別為７２％、７７％。“十二五”前三年，中西部地區國家鐵路建設投資完成１．１５萬億元、投產新線７０００公里，占比分別為７２％、５８％。

２０１４年，中西部鐵路安排建設投資和投產新線比例進一步加大，占比分別達到７８％、８６％。今年，蘭新第二雙線、大同至西安、杭州至長沙、南寧至廣州鐵路等中西部鐵路重大項目將建成投產，蒙西至華中煤運通道、拉薩至林芝鐵路、懷化至邵陽至衡陽鐵路等中西部鐵路重點項目將開工建設。
