(ECNS) - Civil servants in northwest China's Shaanxi province who have more children than allowed will be dismissed from their posts, the Xi'an Evening News reported on Thursday.

The draft amendment of the regulations on population and family planning in the province were submitted Wednesday for approval during the 17th Session of the 12th Standing Committee of the People's Congress in Shaanxi province.

The amendment calls for civil servants to abide by the family planning policy and not to have more children than allowed.

China has relaxed the policy to allow couples to have a second child if either of the parents is an only child.

The amendment says civil servants will be demoted or dismissed if they break the rule.

"Those who have two more children than allowed, fail to pay the fine, or are a bad influence will all be dismissed."

It also stipulates that if both parents are overseas Chinese who return to the country, they will be entitled to give birth to two children.

In addition, medical workers are not allowed to identify the gender of fetuses using ultrasonic technology, chromosome testing or any other method. They can in no way inform parents of the gender of unborn babies.

Parents with only one child will receive a monthly subsidy of at least 30 yuan ($4.8) until the child is 18 years old.
