(ECNS) -- Law enforcement authorities in Beijing have mobilized 100,000 residents to serve as "intelligencers" who are responsible for reporting suspicious activity to police, the Beijing Youth Daily observed on Friday.
Part of the capital's anti-terrorism campaign, the move is designed to form a citywide whistle-blowing system that will help security departments respond swiftly to terrorist attacks or riots.
Members of this grass-roots "intelligence organization" include officers of neighborhood communities, supervisors of residential buildings, shoe repairmen, newsstand owners, volunteers and other citizens.
In the city's Xicheng district, a basic emergency response mechanism to counter terrorism has been formed in areas around Yuetan Park, one of the capital's classical gardens.
A total of 2,400 residential building supervisors in communities around the park have been ordered to report questionable individuals or activity.
Anyone who reports useful information to police will receive two yuan ($0.3) as a reward.
