China to set up national-level credit system  

國家信用體系建設框架將公布 涉政務司法等四領域

(ECNS) – An outline for establishing a national-level social credit system in China, led by the National Development and Reform Commission (NDRC) and the People's Bank of China (PBOC), has been submitted to the State Council, and is expected to be released in the near future, the Economic Information Daily reported Monday.

According to the outline, China will establish a credit system covering four major fields -- politics, business, society, and justice -- with a uniform platform sharing credit information by 2017.

The outline includes a schedule of three steps. By the end of June this year, construction of a uniform platform for sharing credit information will be started, and plans for constructing credibility systems in governments, individuals, and organizations will be submitted.

In 2015, the plans will be introduced and implemented, and by the end of 2017, the platform sharing citizens' credit information, including records for business registration, tax payment, social security payment, and traffic violation will be set up.

Wang Lei, deputy secretary general of the China Society of Administration for Industry and Commerce, said every citizen, legal person, and social organization will have an exclusive credit code when the first phase of the outline is accomplished.

By that time, credit references, disclosures, and punishment and reward systems will be linked, and building the social credit system will be accelerated, he added.
