(ECNS)-- Some women who are eligible to have a second child in Guangzhou, Guangdong province, reported to the local family planning commission that they were asked by the residential committee to promise to get tubal ligation after giving birth to a second child, New Express observed on Thursday.

"I prepared all the necessary materials for a birth certificate at the neighborhood committee, but still failed to get one," said Liu, a resident of the city's Zhuhai district.

"Officers from the committee told me that I was blocked from applying for the certificate unless I signed a contract promising to have tubal ligation after I gave birth to the child," Liu said, adding angrily that "such a request is inappropriate."

Similar cases have been reported by residents in other districts, including Baiyun, Yuexiu, and Conghua.

An official surnamed Li from the municipal family planning bureau said there is no such regulation for compulsive tubal ligation.

"It was a mistake made by officers at neighborhood committees who are unfamiliar with the new birth policy," Li said.

Training aimed at helping employees of family planning departments learn more about the policy will be launched in different districts of the city.
