(ECNS) -- The government of Chengdu, Sichuan province, is planning to introduce a hukou (permanent residence) scoring system for migrants based on their participation in charity activities, the Western China Metropolis Daily reported on Wednesday.

As Chengdu's resident population has grown to 16.35 million, a relaxed hukou system will be introduced to help the city retain more talents, said He Lixin, an official of the Chengdu municipal government.

Under the system, migrants will qualify for urban household registrations if their scores reach a certain level.

Applicants can earn points by undertaking volunteer work, donating blood, or participating in other charity activities, said He.

Age, educational background, skill level, social security records and personal property records will also be taken into consideration before residence permits are granted, He Lixin added.

Policymakers will map out a plan for the reform based on the success of cities like Shanghai and Guangzhou, which already have scoring systems for household registrations.
