(ECNS) – An official at the Beijing Bureau of Human Resources and Social Security said the bureau will limit "older graduates" who pursue degrees in Beijing just to find a way to legally stay in the city, according to the Beijing Youth Daily.

A growing number of people who have worked several years are going back to college just to qualify for a Beijing hukou, or household registration, the official said.

"We are setting a limitation on this group because they are imposing on the hukou quota assigned to fresh graduates," the official explained.

Beijing has been reducing its hukou quota for non-locals who work in the city. Last year the city set "talent introduction" policies for undergraduates under 24, graduates under 27, and PhD graduates under 35.

The stricter population controls were set forth at the opening of the 2014 Provincial Legislative and Political Consultation Conference on Thursday. The Bureau of Human Resources and Social Security revealed that the hukou quota for non-locals would not exceed 10,000 in 2014, and would decrease in the following years.
