(ECNS) -- A civil servant in Changsha, Hunan province, led over 200 students pretending to be policemen and smashed the office building of a company that had refused to end a cooperation contract with the local government, the Beijing Times reported on Monday.

The incident happened at the office building of a Beijing-based cultural company called "Xuan Tang Li Qin" located in Tianxin district of Changsha.

"At around 8:30 p.m on Nov 29, Xiao Sijun, vice-director of the district government office, led over 200 people in camouflage coats and burst into the building, smashing and looting," said a security guard who was on duty alone that night.

"The people came in and shouted that they were here to carry out a law enforcement task," said the security guard.

"They were holding law enforcement weapons and wore helmets with police badges, and forced me to hand over the keys of the building's rooms," he added.

The gang smashed business logos on the first and second floors and ransacked artwork, office supplies and machines throughout the building.

The security guard contacted company employees at around 11 o'clock and two police officers arrived at the scene 40 minutes later.

A police officer said they wouldn't apprehend the looters as they were only students who had been hired.

The Xuan Tang Li Qin company entered Changsha in 2011 due to an investment project initiated by the district's government.

The two sides signed a contract establishing a cultural industry holding company.

However, an adjustment in staffing structure at the Tianxin district government in 2012 led to the end of the cooperation.

In September 2012, Xuan Tang Li Qin was ordered by the district government to withdraw from the contract.

The company was reluctant, as it had "invested huge manpower and material sources in the project," said Cao, the company's president.

The district government claimed it ended the cooperation with Xuan Tang Li Qin because the company didn't have corporate capacity.

The case has been reported to departments including the Hunan Provincial Politics and Law Committee, the Hunan Provincial Public Security Department, and the Hunan Provincial Commission for Discipline Inspection. The company is waiting for a notice of trial from the Changsha Intermediate People's Court.
