(ECNS) -- Actor-turned-businessman Li Yapeng, who is well-known Chinese singer Faye Wong's second ex-husband, has become a target again, this time for 70 million yuan raised by his charity foundation that hasn't been clearly accounted for.

Whistleblower Zhou Xiaoyun said on his Sina Weibo account Tuesday that a "hidden plot" exists behind the Smile Angel Foundation, which Li established to provide free operations for children with cleft palates.

According to an audit report, the foundation spent 114 million yuan from 2006 to 2012 and helped 8,525 children receive operations, Zhou said.

But because the average cost of an operation is around 5,000 yuan, the total of all operations would be 43 million yuan, leading Zhou to question where the remaining 71 million yuan had gone.

Even if 22 million yuan had been spent on publicity and management, there are still large sums of charity money missing, said Zhou.

Zhou also noted that Li had established a hospital in 2012, which offered operations to 564 children that year. But the total expenditure of the charity in 2012 came to 56 million yuan, with each operation costing 99,478 yuan, an "unreasonable" result.

The Smile Angel Foundation responded that in addition to operation fees, the money was also used for other charity programs and the building of a hospital.

Li Yapeng also refuted Zhou's allegation on his Sina Weibo account Monday afternoon.

The China Red Cross Foundation, the charity's supervising body, has released a notice on its official website defending the organization.

Li has been active in China's charity industry since 2006, when he and former wife Faye Wong established the Smile Angel Foundation after their daughter was born with a cleft palette.
