Nanjing (ECNS) – A tunnel in Nanjing, Jiangsu province, was completed seven years ago, but has never been used.

The entrance to the tunnel is blocked, and squatters have been living inside.

One tunnel resident, surnamed Wang, said he and his family have been living there for about six years. They were employed to take charge of maintenance at the tunnel and prevent vehicles from entering, Wang said.

No government departments claim responsibility for the disuse. A staffer at the local land reserve center said they just approved the land use, and the tunnel was turned over to the local road transport bureau and construction committee since 2006.

A director of the construction committee said the tunnel had been turned over to the department for management and maintenance, and the planning department could explain why the tunnel was built.

But the department in charge of management and maintenance said they just followed orders from the local construction committee for "sealed management" of the tunnel.

The tunnel was a supporting project of Nanjing International Racecourse, a so-called largest racecourse in Asia, which had been built for the 10th National Sports Meeting in 2005, but fell into disuse after the meeting ended.
