Shanghai (CNS) -- Shanghai has launched a plan to issue carbon emission quotas to enterprises in a bid to reduce pollution.
About 200 heavy polluting companies in the steel, petrochemical and other industries will participate in the plan, the city government said Thursday.
Companies that fail to meet emission cut targets must buy quotas from companies whose emission cuts exceed targets.
The Chinese National Development and Reform Commission (NDRC) has designated seven pilot locations for the carbon trading scheme, namely Shanghai, Beijing, Tianjin, Chongqing, Shenzhen, and the provinces of Hubei and Guangdong.
The NDRC asked the locations to formulate their own plans by the end of 2012.
