The heads of the mainland-based Association for Relations Across the Taiwan Strait (ARATS), and Taiwan's Straits Exchange Foundation are scheduled to meet in south China's Fuzhou city.

A series of agreements on matters including tax cooperation and aviation safety are expected to be signed.

At a welcome ceremony, the top negotiator from the Chinese mainland Chen Deming said the meeting carries the shared hope of both sides.

"It's the shared hope of people across the straits that the two sides make efforts to solve problems on development through equal consultation," he said.

"So the two organizations responded to such expectation and are trying to achieve more under the framework of the 1992 consensus, and maintain the well-being of people."

His counterpart from Taiwan reviewed past achievements.

"Since we resumed institutionalized negotiations in 2008, 10 rounds of talks have been held and 21 agreements signed, therefore creating a good environment for cross-strait exchanges and cooperation," said Lin Join-Sane, Chairman, Straits Exchange Foundation.

On Monday afternoon the two organizations held a preparatory talk, announcing that tax cooperation and aviation safety will be top of the agenda during the 3-day meeting.

"The biggest significance of this meeting is to strengthen cross-strait cooperation in the field of taxation and aviation, bringing more convenience for people on both sides, as well as reducing the cost for cross-strait businesses and the aviation industry, and giving future development a competitive edge," said Shih Hui-Fen, Secretary-General, Straits Exchange Foundation.

It's an optimism shared in the mainland.

"We believe that as long as the two sides uphold the idea of benefiting each other, and adhere to the 1992 consensus, the cross-strait relations will be able to move forward along the path of peaceful development, and make more progress through institutionalized negotiations," said Zheng Lizhong, Executive Vice President, Association for Relations Across the Taiwan Strait.

Heads of the two organizations, Chen Deming and Lin Join-sane, will hold talks on Tuesday morning in Fuzhou, to exchange views on the cross-strait relations. They will sign agreements on taxation and aviation safety.

Lin is also scheduled to meet Zhang Zhijun, head of the Chinese State Council's Taiwan Affairs Office, before returning to Taiwan.
