China should create more market opportunities for people rather than collecting more fiscal revenues and redistributing them as a means of ensuring social fairness, Finance Minister Lou Jiwei said at a forum in Beijing Sunday.
The market mechanism should play its role in resource allocation and the government should provide necessary public services, said Lou.
