China's Ministry of Commerce (MOC) Thursday voiced strong dissatisfaction with its U.S. counterpart's ruling to impose anti-dumping and anti-subsidy duties on crystalline silicon photovoltaic cells from China, saying the decision "signals protectionism" and hinders the development of new energy.
