Self-balancing vehicles and scooters (e.g. Segway and hoverboards) have become a popular means of transport among commuters in Shanghai for their high speed and small size. However such transportation methods do not have any legal right of way, according to local traffic police.

During a recent traffic enforcement campaign in Huangpu district, police stopped three electric scooters on the road within half an hour.

According to them, these modes of transport are neither motor vehicles nor non-motor vehicles. They can only be regarded as "sliding vehicles."

According to the Road Traffic Safety Law of the People's Republic of China, using a sliding vehicle on motorways and non-motorways face penalties of up to 50 yuan ($7.50) and 20 yuan respectively.
