    Deputies, members share their views on five-year plan draft

    According to the draft 13th Five-Year Plan (2016-20) on economic and social development submitted to the national legislature on March 5, 2016, China will carry out hundreds of programs and projects of scientific, economic and political significance in the upcoming five years. [Special Coverage]

    A group of NPC deputies and CPPCC members were interviewed on the draft plan by business website ce.cn.

    Zhang Lianqi, member of CPPCC, managing partner of Ruihua Certified Public Accountants:

    "The income of both urban and rural residents will be doubled according to the draft plan," said Zhang. "To achieve the goal, some of the important aims are to secure full employment, hold Consumer Price Index no higher than 3 percent and redouble the volume of GDP growth."

    According to Zhang, all the figures should be viewed in the context of quality rather than quantity.

    Zhou Wenzhang, member of CPPCC, former vice-president of China National School and Administration:

    "According to the draft plan, the rate of participating pension will be increased from 82 percent to 90 percent," said Zhou.

    The 8-percentage-increase shows that more than 80 million applicants will join the basic pension system and the total number will reach to more than 900 million by the end of 2020 said Zhou.

    Liu Yan, member of CPPCC, Professor of Beijing Normal University:

    "Higher quality and more fair education are mentioned in the draft plan," said Liu.

    Currently, the key issue that is restricting development of public kindergarten is lack of qualified teachers, said Liu.

    Liu said that to maintain quality and retain qualified teachers,, expenditure should be allocated in the local educational financial budget.

    Zheng Jie, deputy to the NPC, chairman of China Mobile's Zhejiang subsidiary company:

    "The draft plan has caught the trend of information technology revolution. It accelerates the pace of implementing the National Broadband Internet Agenda and projects to expand broadband technology in townships and villages," said Zheng.

    According to him, the country needs to speed up the process which brings construction of communication facilities into rule of law, exerts the overall planning, application promotion, policy support and other aspects of the government and urge the telecommunications companies to raise the Internet speed and drop the fees for the usage of Internet traffic data.
