Experts stress accountability to achieving rule of law

More attention must be given to the implementation of laws to advance rule of law, a group of law experts urged at the opening of the top legislature's annual session.[Special coverage]

Chen Jiping, executive deputy director of the China Law Society, underscored that real results could only be achieved through the comprehensive implementation of the Constitution and the country's laws, the Communist Party of China's (CPC) flagship newspaper the People's Daily reported Friday.

The building of a moderately prosperous society was identified as one of the strategic goals of the "Four Comprehensives", initiated by President Xi Jinping. This cannot be achieved without the support of the other three pillars of the political concept: The deepening of reform, the advancing of rule of law and the strict internal discipline of the CPC, Chen said.

Bian Jianlin, a professor at the China University of Political Science and Law, said the management of officials and the restriction of their powers was integral to advancing the rule of law.

In addition, Chen said that the government had a responsibility to fulfill its obligations within the legal framework.

Bian said that more research will be done in the future to ensure feasibility of the laws, thus, the public will have faith in the rule of law.

The ongoing third session of the 12th National People's Congress (NPC), which started on Thursday, is expected to review a draft amendment to the Legislation Law, which regulates law-making activities.

Wang Junfeng, director of the All China Lawyers Association, said the law was integral to ensuring a sound environment for quality law making.
