Basic facts about the 4th plenum of the 18th CPCCC

What

The Central Committee of the Communist Party of China, elected by the National Congress of the Communist Party of China, convenes at least one plenary session every year. The fourth session will be held this year.

The fourth plenary sessions normally last four days, focusing on carrying out the decisions made at the third plenary sessions.

During the Fourth Plenary Session of the 18th CPC Central Committee, the Political Bureau will deliver a work report to the CPC Central Committee.

Major topic of the session:

The session will focus on the rule of law, the first time it has been adopted as the major topic of the sessions.

Delegates will discuss pushing forward the task of ruling the country by law and arranging economic work for the latter half of the year.

Who will participate in the session?

Members of the CPC Central Committee, including members of the Political Bureau of the CPC Central Committee.

The session will be presided over by Xi Jinping, general secretary of the CPC Central Committee.

Highlights

The session will hear and examine the report of the Central Commission for Discipline Inspection, and reshuffle personnel.

According to the charter of the Party, only the National Congress of the CPC has the power to strip the Party membership from members and alternate members of the CPC Central Committee.

The first plenary session

Held on Nov 15, 2012

A new Party leadership was elected, including the general secretary of the CPC Central Committee and the Political Bureau.

The second plenary session

Held from Feb 26 to 28 last year

The plenum adopted a list of candidates for State leadership positions and a government restructuring plan.

The third plenary session

Held from Nov 9 to 12 last year

A major task of the session was to arrange the government work for the next five years.
