    Second-child policy not in effect

    The Beijing Municipal Health and Family Planning Commission said on Sunday that the new family planning policy in Beijing has not yet been implemented, refuting a recent report that the new policy went into effect on February 21, china.com.cn reported.

    The central government announced last year that dandu couples (either of the spouses is an only child) will be allowed to have a second child, but the details of the policy will be made in accordance with situations of local regions.

    According to the commission, women who get pregnant before the implementation day of the policy will still be fined.

    The commission warned eligible couples not to rush to conceive a second child, lest a baby boom put undue stress on public services such as medical service and schooling, the Beijing Times reported.
