    Shenzhen lays out fines for breaching one-child policy

    Giving birth to more than one child against the family planning policy will be costly in Shenzhen, Guangdong province, according to the city's new regulation.

    For every child born against the policy, a couple will pay a social maintenance fee six times the city's disposable income per capita the year before the birth.

    In 2011, the disposable income per capita of Shenzhen was 36,505 yuan ($5,900).

    The regulation, passed by the city's legislature, will take effect from Jan 1. 

    In addition, couples who give birth to their second children in Hong Kong or abroad will be deemed as breaching the policy.

    More and more wealthy couples have gone to Hong Kong to give birth for the better healthcare services and rights of permanent residency for their newborn.

    Couples who give birth for the first time but don't register as married within 60 days of the birth will also be fined.
