Delegates of Tibetan nationality from Sichuan, Gansu, Qinghai and Tibet Autonomous Region take an interview today. They say their hometown has undergone enormous change these years. They are confident that China can build an all-round well-off society in the future.
One delegate from the earthquake hit Yushu county in northwestern China's Qinghai province say people's life there has been improved a lot. Those who lost homes in the quake have all moved to new buildings. One delegate from Gansu province say the medical care has been improved greatly. The hospitals there used to be short of medicines in the past, but now they are well-equipped.
Meanwhile, the Party Congress report mentions a "delegate proposal system" for the first time. This is considered important for intra-party democracy. It follows the tenure system implemented during the 17th Party Congress. The "Party delegate proposal system" requires each delegate to submit proposals during party congresses, at both the national and local level.
Experts say the system makes a delegate's role more professional, encouraging action rather than treating the title as an honorary one.
