    China calls for core,leading role of UN in world development

    As the world is witnessing important and profound changes, it is necessary for the United Nations to continue to play a core leading role, a Chinese UN envoy said here Tuesday.

    Wang Min, China's deputy permanent representative to the UN, made the statement as he addressed the 67th session of the General Assembly on the report of the secretary-general on the work of the organization.

    As the economic globalisation is deepening, the interests of member states are further integrated. "We need to expand cooperation area, improve cooperation mechanism," Wang said.

    "In the interest of a balanced, generally beneficial and win- win development of the economic globalisation, we need to further promote development of developing countries, narrow the gap between the South and the North so that the benefit of development can be shared by the people of all countries," he said.

    Wang pointed out that member states should earnestly implement the results and agreements of the UN Sustainable Development Conference and promote the new progress in the international cooperation in sustainable development.

    Concerning the formulation of the post-2015 international development agenda, the UN should take development and eradication of poverty as the core objectives, engage in transparent, open and democratic inter-government consultations and let the civil societies, private sectors and other parties play an active role, he said.

    To effectively respond to complicated and various security threats and challenges, it is necessary for the UN to fully play its core role in maintaining international peace and security.

    "The state sovereignty and territorial integrity cannot be violated and the post-World War Two international order cannot be challenged," Wang stressed.

    "The UN should advocate and promote 'peace culture', support settlement of disputes through peaceful means such as dialogue and negotiations," he said. "Protecting human rights and innocent civilians from being harmed is a noble objective, but no country can forcefully push for a 'regime change' under the name of ' humanitarian intervention'."

    In addition, China supports the UN in improving authority and efficiency through necessary, reasonable reforms in order to better perform the mandate entrusted in the UN Charter.

    "The UN reform should give the developing countries a greater say in international affairs and help the UN play a bigger role in coordinating efforts of member states and dealing with all kinds of new global threats and challenges," Wang said.

    "It is necessary to proceed in a balanced way with the reforms in the areas of security, development and human rights, especially to promote positive results in development area and provide necessary guarantee for development in terms of mechanism and resources," he added.
