Guangzhou (CNS)—Public auctions and lotteries will now be used to grant new car license plates in Guangzhou, capital of South China's Guangdong Province, at least on a trail basis.
The "Trial Regulation on Controlling Small and Mid-sized Passenger Vehicles in Guangzhou" came into practice on August 1 and will continue until June 30, 2013.
The new policy is a bid to limit vehicle congestion, allowing the city to approve only 120,000 plates during this period, 12,000 of which (10 percent of the total) are reserved for new energy vehicles, 60,000 (50 percent) are ordinary vehicles registered via lotteries, and 48,000 (40 percent) will go up for public bidding.
The Guangzhou transportation authority comments that their license granting model will promote environmental protection and social equality as well as satisfy the demands of local residents.
