There are about 81,000 foreign experts in Shanghai, roughly one-sixth of the national total, the Shanghai Municipal Bureau of Foreign Experts Affairs reported at a meeting over the weekend.
Shanghai has been issuing Foreign Expert Work Permits since 2005 and has seen their number rise faster since the start of Europe's sovereign debt crisis.
