Premier Wen Jiabao met with Leung Chun-ying, chief executive-elect of the Hong Kong Special Administrative Region (HKSAR), Tuesday in Beijing.

Wen, on behalf of the State Council, awarded the official certificate of appointment as the fourth-term HKSAR chief executive to Leung.

Wen also extended his personal congratulations on Leung's appointment.

"The certificate of appointment you have just received signifies your duty and responsibility, and we believe you will live up to the trust of Hong Kong's citizens and the confidence of the central government," Wen said.

Wen called on the new Hong Kong administration to prioritize developing the economy and improving people's livelihoods, as Hong Kong is facing challenges in matters such as housing, employment and health care services.

He also urged the region to make full use of its advantages in the legal system, its talent pool, as well as in the international finance, trade and shipping industries, to promote its economy's competitiveness and ensure the region's long-term prosperity and stability.

"The central government has been giving all-out support for Hong Kong's development, and will enhance the exchanges and cooperation between Hong Kong and the inland areas in the future," Wen said.

Moreover, Wen asked Leung to properly perform his duty as the HKSAR's chief executive, unite Hong Kong citizens from all walks of life and keep closer communication with the people of Hong Kong to solve possible disputes and divergences.

He also told Leung to remain honest and uncorrupted in his work.

Furthermore, Wen said he hopes Leung will follow the principle of "one country, two systems" under which the people of Hong Kong administer Hong Kong with a high degree of autonomy and earnestly implement the basic law of the HKSAR.

Leung expressed his thanks for the central government's appointment and said he would diligently carry out his duty.

The HKSAR held the election for the fourth-term chief executive on March 25, during which Leung won 689 of the 1,132 votes cast by members of the 1,200-member Election Committee. He was appointed by the State Council as the new HKSAR chief executive on March 28.
